Honorable Rufus Edmisten

Having been the Deputy Chief Counsel of the U.S. Senate Watergate Committee, NC Attorney General, NC Secretary of State, and the 1984 Democratic nominee for Governor, I believe I know talent when I see it.  I have known William Rankin for over 20 years and can think of no one more qualified to hold this high office than William.  When I was the Administrator of Securities in the Secretary of State’s office, William was immensely helpful to me in giving sound advice based on his expertise.  William will not need on-the-job training.  Floridians will be blessed to have a person of William’s character running the office for Florida’s Chief Finance Officer.

Lieutenant Colonel

“While serving as the commander of the 284th Military Police Company, 709th Military Police Battalion, I was particularly impressed with the professionalism of Specialist 4 William Rankin…His service to me and our company was consistently outstanding. Our battalion was frequently understrength, and SPC Rankin was often required to perform duties in addition to his primary assignment. He fulfilled all obligations with an excellent attitude and a positive spirit that inspired his fellow soldiers.

Our company’s record of professional service to the Military Police Corps Regiment was a result of the fine members who proudly filled its ranks. SPC William Rankin personified such excellence. I am confident his future endeavors will be equally successful.”

Director of Innovation

“I had the pleasure of meeting William Rankin in 1997, when he became the Director of the State of Ohio Asset Management Department. I was at the time recently hired on as a full-time employee. The procedural and technological state of this office upon William’s arrival was at best in infancy stages…every process was manual and efficiency was non-existent…especially being it was responsible for $100B in State Employees retirement funds. William was brought in as there was a rather large discrepancy in financial reconciliations…within a year…the financial reconciliation [of state money] was resolved and found to be due to the lack of procedures, training and accountability. William has been a mentor to me from the first day I met him and I have always held William in the highest regard. His integrity to always do what’s right and his wisdom around efficiency and accountability are matched by no other that I have meet in my 25-years in the professional world. The State of Florida would be lucky to have William oversee its financial institutions and without doubt he would eliminate fraud, waste and overall accountability and direct line-of-sight to the residents of your great state!”

Chief Warrant Officer Three

I have had the distinct pleasure of knowing William Rankin for thirty years, both as a colleague and as a friend.  I met William while we were serving in the Army when he was a CID Special Agent.  Over the years I had the opportunity to work closely with William on a variety of criminal investigations.  While his CID responsibilities included the investigation of all types of felony crimes, William demonstrated an absolute zeal for investigating fraud and white-collar crimes. His passion, focus and tenacity led him to significant success in the fraud, waste and abuse investigations he led.

Upon William’s retirement from the Army, I went on to serve and command CID offices throughout the world; however, no matter where life took us, we remained close friends and maintained regular contact.  Throughout our decades-long relationship I have always considered William an intelligent, honest, and reliable confidant, and I have never had the professional or personal occasion to question his ethics or integrity.

While I am most closely affiliated with the Republican Party, I can say with absolute certainty that if I were a resident of Florida, I would vote for William with the satisfaction of knowing that Florida’s valuable resources would be under reliable and competent leadership and management.
